Thanks for the quick reply.
Your suggestion got me started. I made the mistake of not explaining myself well enough. I was actually born in Venezuela to Italian parents and need to get my birth certificate from the city hall of Punta Cardon or a related office.
However, you gave me the idea of sending the Venezuelian consulate an email.
