You didn't specify your country of origin:

If you're a US citizen, for travel up to 12/31/05 the requirements are original or certified copy of birth certificate and a valid ID (i.e. drivers license). After that date, only passport holders -valid of course- will be allowed to enter the country.

Other citizenships do require a valid passport. Also, call your nearest Mexican Embassy or Consulate to check on Visa requirements, as some countries do need one prior to travelling (i.e. Brazil, Gatemala, Bolivia).
